I cite this article on MIT chemical engineer Robert Langer as an example of how quantity does not necessarily compromise quality.

All combinations are possible: high quantity-high quality, high quantity-low quality, low quantity-high quality, low quantity-low quality.

High quantity should not be used by anyone as a reason to reject (because I’ve heard of this too in Greek universities)

Defending Higher Education in Greece

We, the undersigned, express our support for Greek academics who oppose the Higher Education reform proposed by the government, which hinders the research and teaching potential of Greek Universities.

Any process aiming to improve the institutional frame of Higher Education has to decisively take into account the positions of the academic community. We understand that the vast majority of the Senates of Greek Universities, the Council of Vice-Chancellors of Greek Universities, as well as the local organisations of University teachers have publicly expressed their opposition to government proposals.

We ask the Greek Prime Minister, Mr. Giorgos Papandreou, and the Minister of Education, Life-Long Learning and Religions, Ms. Anna Diamantopoulou

(a) not to proceed with voting the law, as the direction it has taken has proven devastating for Higher Education wherever it was implemented

(b) to start a real dialogue with the Senates of Universities aiming towards an institutional frame that will safeguard the constitutionally protected self-government of Universities and the public funding of Higher Education, and will respect the principles of European academic traditions regarding the public functioning of Universities.

I was looking at the 2010 impact factors and was surprised to see that the latest IF for the Journal of Biomolecular Structure & Dynamics was 4.98, higher than that of J Mol Biol, Biochemistry, Biophys J, etc. I am not too familiar with this Journal and my institution does not subscribe to it. But I am pretty sure it’s not better than JMB and BJ. I searched the WoS and found that many papers in this journal from the late 2010 have 15-20 citations already, which is amazing. However, most of these citations are in the same journal, the JBSD. What’s happening? Does the editor “encourage” the authors of new papers to cite previous papers in the same journal?

In any case, it is imperative that journal self-citations should not be included in the calculation of Impact Factors.

Ο πλουραλισμός απόψεων είναι καλό πράγμα. Ακόμα και στη Βιβλιομετρική, την επιστήμη που μελετά και αξιολογεί με μαθηματικά μοντέλα το επιστημονικό έργο. Παρ’όλα αυτά, με τη δραματική αύξηση των δεικτών ελλοχεύει ο κίνδυνος να υπάρχει μια κακοφωνία λιστών και κατατάξεων που θα χρησιμοποιούνται δίχως σοβαρή κρίση ή- μη χειρότερα- στοχευμένα ανάλογα με μικροσυμφέροντα απ’τα αξιολογικά σώματα (εκλεκτορικά ή άλλα). Θα είναι φρόνιμο οι μελλοντικοί Οργανισμοί Λειτουργίας των ιδρυμάτων να θέσουν κριτήρια για βιβλιομετρικά εργαλεία που θέλουν να χρησιμοποιούν για κάθε θέση, βράβευση, καταλογισμό πόρων, κλπ πριν από την οποιαδήποτε σύγκριση, υποψηφίων ή δομών. Ήταν ταιριαστό που στο αεροπλάνο επιστροφής στην Αμερική βρέθηκα να διαβάζω ένα αντίτυπο του παραπάνω βιβλίου που ο συγγραφέας είχε την καλωσύνη να μου χαρίσει. Το βιβλίο βασίζεται σε εμπειρική έρευνα που διεξήχθη πριν από δύο περίπου χρόνια:

Το βιβλίο χωρίζεται σε τρία μέρη. Στο πρώτο γίνεται εκτεταμένη επισκόπηση της διεθνούς βιβλιογραφίας περί brain drain. Το δεύτερο περιγράφει το φαινόμενο όσον αφορά την Ελλάδα. Στο τρίτο παρουσιάζονται τα ευρήματα της εμπειρικής έρευνας. Ιδιαίτερο ενδιαφέρον για μένα είχαν τα ποιοτικά, παρά τα ποσοτικά, στοιχεία. Ιδίως οι λόγοι που αναφέρουν οι ερωτώμενοι για τη μη επιστροφή τους στην Ελλάδα: αναξιοκρατία, φοιτητοπατέρες, ο παραλογισμός της καθημερινότητας, έλλειψη επαγγελματικών προοπτικών, κτλ. Δεν έχω χρόνο για λεπτομερή κριτική και εξάλλου δεν είμαι ειδικός. Εμένα μου φαίνεται εξαιρετική δουλειά. Πρέπει οπωσδήποτε να διαβαστεί από οποιονδήποτε θα ενδιαφερόταν να σχεδιάσει πολιτικές επαναπατρισμού ή αξιοποίησης του ελληνισμού της διασποράς.
